Give Site admins the ability to change smart link default view for all users

Issue Summary

While Atlassian has just released the ability for Jira and Confluence users to change their smart link default views, this does still not satisfy the needs of some companies who would like to perform those settings on a site-wide level for all their users, so that users don't need to configure it themselves.
