Issue Summary

30 minutes is automatically added to the selected time from the date picker when editing the start and end date of a sprint.

This happens when the timezone is set to any location with GMT +1:30 from the settings here - https://id.atlassian.com/manage-profile/account-preferences?ref=jira&src=personalsettings

Steps to Reproduce

1. Set your timezone here - https://id.atlassian.com/manage-profile/account-preferences?ref=jira&src=personalsettings to Indian/Cocos
2. Navigate to the issue navigator
3. Create a Sprint in the backlog and attempt to change the Start and End date of the sprint
4. Select any time from the date picker
5. See attached screengrab

Expected Results

The selected time should be shown from the date picker

Actual Results

30 minutes is automatically added to whatever time was selected

Workaround

Change the timezone here - https://id.atlassian.com/manage-profile/account-preferences?ref=jira&src=personalsettings to any timezone without +00:30 for example Europe/Amsterdam
