Unable to select 'internal comment' when transitioning a JSM issue

      Issue Summary

      1. When viewing Jira Service Management issues from a Jira Software kanban board, it's not possible to select Internal comment in a transition screen.
      2. When transitioning JSM issues you can also see this behavior intermittently.

      The comment section isn't rendered correctly and the second tab for an internal comment can't be selected.

      Appears the same or very similar to a closed bug from several years ago: JSDCLOUD-5184 Internal comment tab doesn't respond in pop-up windows

      Steps to Reproduce

      1. Create a JSW kanban board, with the filter set to show issues from a JSM project
      2. View an issue on the board and select a transition that has a screen associated with it

      The issue is also present when transitioning regular JSM tickets as well.

      Expected Results

      User is able to select whether they want to add an internal comment or a customer reply from the transition screen.

      Actual Results

      It's not possible to change from the Respond to customer tab to the Internal comment tab, and the user avatar is large and overlaps the comment box.

      Workaround

      Click on the issue key link in the top left to go to the full issue view page rather than the popup over the kanban board. Then the transition screen appears normal and allows you to select an internal comment as expected.
