Announcement banner disappears after opening additional tabs

      Issue Summary

      Setting up an announcement banner when "Users can dismiss the banner" is turned off, causes the banner to disappear when additional tabs are opened in standard browser settings. Issue is not observed while in incognito mode.

      Steps to Reproduce

      1. Create banner.
      3. Start opening duplicate tabs or just new tabs on the same site.
      4. Either on the 2nd tab or a bit more after - the banner stops appearing and refresh doesn't fix it. 
      5. Several refreshes might fix it but it's inconsistent.
      6. Using incognito works always. Clearing cache and cookies of the browser did not resolve it.

      Expected Results

      Announcement banner to be visible always when setting "Users can dismiss the banner" toggle is turned off.

      Actual Results

      Banner disappears in a new tab.

      Workaround

      Currently, there is no known workaround for this behavior. A workaround will be added here when available.
