Announcement banner is showing inconsistent behavior across different browsers.

Steps to Reproduce

1. Create one announcement banner
2. Publish changes and the announcement banner will show up

Expected Results

Announcement banner is showing up until it's removed

Actual Results

If anything is updated on the banner, it starts an inconsistent behavior, and disappers from the Jira view, even if we hit Publish again, the banner will not show up, or will show up eventually only.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
