Cannot turn off product recommendations - redirect "Something went wrong"

Issue Summary

Cannot turn off product recommendations. Routed to a page "Something went wrong"

Seems like it may be related to https://jira.atlassian.com/browse/JRACLOUD-79285 

Steps to Reproduce

1. Log into Jira
2. Access Jira Settings
3. Access System -> General Configuration
4. Click on "Turn Off Product Recommendations

Expected Results

Users should be able to disable product recommendations

Actual Results

The user is redirected to a site with a "Something Went Wrong" error

Workaround

Currently no known workaround
