Issue Summary

The time format for uploading attachments does not adhere to the 24-hour format.

Steps to Reproduce

• Change the account language to German.

• Upload the attachment in one of the tickets.

• Also add a comment to the ticket.

• We will see the difference in time format in the attachments section and the comments section.

• The attachment section shows the AM and PM value, but in the comment section we see the 24 hour time format.

Expected Results

The attachment section should display the time format in 24-hour format.

Actual Results

Currently, the time is displayed in AM/PM format.
