Issue Summary

Unclear error is showing when trying to watch issue if property "Allow users to watch issues" is OFF.

Steps to Reproduce

1. Navigate to Jira General Settings https://<instance>.atlassian.net/jira/settings/system/general-configuration
2. Switch off option "Allow users to watch issues"
3. Navigate to any Jira issue and click on Watch button
4. Error is popped up.
5. Click on Start / Stop Watching.

Expected Results

Watch button greyed out OR clear message is displayed

Actual Results

Errors "We couldn't load watchers list", "We couldn't update your watch status" are displayed

Workaround

You will be able to add / view watchers if global setting is enabled. No workaround to display clear error message.
