Issue Summary

Inconsistency when searching for existing Labels. When a user adds a new label to an issue, there is a notable delay for the same label to appear in the drop-down list in a different for a different user. The delay seems to be intermittent, for some labels we can't observe a delay but for some labels the delay is significant.

Steps to Reproduce

1. Add a new label while creating an issue or in an existing issue.
2. Ask a different user (with access to the same project preferably) to add the same label in a new or an existing issue.
3. Try the above steps multiple times for new labels.

Expected Results

The existing Label should always be displayed.

Actual Results

The label is not shown in the drop-down and the system forces you to create a new Label. 

Workaround

There is no exact workaround. We have observed that refreshing the browser seems to alleviate the issue but not always.
