Issue Summary

The Label field is not listing the created labels and when users search for an existing label, it always gives an option to create a new label field.

Steps to Reproduce

1. In Jira, add Labels field to the issue screen.
2. Add a few test labels to the Labels field
3. Now add a custom label field to the issue screen and search for an existing label created. The same behavior is noticed even with system Label field.

Expected Results

The users should be able to search for all the existing labels

Actual Results

When users search for an existing label, users would get an option to create a new label for the existing label

Notes: The behavior is the same for classic and next-gen projects and this is also happening for custom fields with label type.

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
