Issue Summary

The Label field is not listing the already created labels for the users other than who created the label and these users always get the option to create a new label instead of selecting the existing one.

Steps to Reproduce

1. In Jira, add Labels field to the issue screen.
2. Add a few test labels to the Labels field
3. Request some other user to use the newly created labels.

Expected Results

The users should be able to search for all the existing labels.

Actual Results

When users search for an existing label, users get an option to create a new label instead of getting the option to select the existing label.

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available

Tests show, that in order to see a label, a user must have Browse Projects permissions for the project, where this label has been initially created.
