Issue Summary

At present we do no have any workflow condition that can block parent issue transition depending on another standard issue status

For example lets say we have "Initiative” which has couple of “epics” as child issues
when someone tries to transition the “Initiative” to completed, it should check whether child issues are in “completed” status or not. if “completed”, allow “initiative” to transition to “completed” else do not allow

Workaround

At present there is no work around available
