Improve JIRA Date Picker to traverse through years

      Actual results:

      The date picker only traverse through months, and not through years.

      Steps to reproduce:

      1. Create or edit an issue and set the Due Date to 12/31/2031 or any date after that.

      Expected behavior:

      The date picker should traverse through years not only months.

      Workaround:

      Users can directly type in the desired date into the date field:

      1. Click on the date field to edit it in-line.
      2. Type in the desired date and year according to the configured date format.

      Example result when entering "9/18/8976" in a US-formatted date field:
