Email notification in text format to show user name

      Problem definition:

      Email notification in text format does not show user name when mentioning a user in the comment.

      Suggested Solution:

      Change the text format to show the user name and not the account ID.

      Why is this important:

      Users that prefer text format cannot see who was mentioned in the comment.

      Workaround:

      Change the email format to HTML.
