Description
Issue Summary
Unable to enter Japanese properly when searching for issues
Steps to Reproduce
- Navigate to a project and click "Issues"
- Switch to Japanese IME and type "tesuto" in text box
Expected Results
"てすと" will be shown
Actual Results
"tえsうtお" will be shown

Workaround
- Copy the string "てすと" in advance and paste it into the text box
- Use advanced search
