Date Started on Log Work only accepts a specific format that is different from the one suggested

When logging hours using new issue view, Jira only allows us to use, for example, 04:15 pm if I want to log hours for 04:15PM. This does not accept 4:15pm not even 04:15 PM.

However, the time that is suggested are at 06:30 PM format:
