Display custom field "description" text in the new issue view

      Summary

      Custom fields created by admins have an optional description. In the old issue view edit modal these descriptions are shown so that end users know what to enter in a particular field. The new issue view does not display these descriptions.

      Current behaviour

      The new issue view does not display custom field descriptions.

      Expected behaviour

      The new issue view displays custom field descriptions.
