SubTask should have independent security levels

      When creating a sub-task, it automatically inherits the security level of its parent. However, it is not possible to set the ("hidden") security level upon the creation of the sub-task.
      Inherits the security level of its parent make sense, but there is a lot of business cases that separate issue security for subtasks is applicable.
