Allow suggested options to appear in user picker custom fields when no text is entered

      In the new issue view, if you click in the assignee or reporter fields but don't type any character, a list of users is displayed to you, however, this does not work for User picker custom fields.

      To display any suggestions in user picker custom fields, you must type a character. It would be great if it worked as the Assignee or Reporter fields, where suggestions are provided even if no text is entered.
