Suggested options is not consistent in user picker custom fields when no text is entered

      • In the new issue view, if you click in the assignee or reporter fields but don't type any character, a list of users is displayed to you, however, this does not work for User picker custom fields.
      • Currently, when a user picker is created and added to the issue screen, auto-suggestion is not consistent and result vary for different users in the site

      To display any suggestions in user picker custom fields, you must type a character. It would be great if it worked as the Assignee or Reporter fields, where suggestions are provided even if no text is entered.
