Allow administrators to customize delete/archive notifications from projects

    Description

      When you delete or archive a project, this action triggers a notification for all Jira admins in the site. Have an option to set when trigger them or even disable these email notifications to admins in the UI would be very helpful for admins that don't want to send this to other users.
