Allow administrators to customize delete/archive notifications from projects

      Currently, there is no notification to Jira Administrator when deleting a project like Jira Cloud. You need to check it via Audit log.
      Having the option to set when trigger them or even disable these email notifications to admins in the UI would be very helpful for admins.
