When the field is set on "View issue" screen and not "Edit issue" the field disappears after loading the page (New issue view)

Issue Summary

In the new issue view, when the field is set on "View issue" screen and not "Edit issue" screen the field disappears after loading the page. This only happen when the field is empty.

Steps to Reproduce

• Set up the screen with a different field in the "View issue" and "Edit issue" operation.
• Open any issue from the project;
• The field will disappear after loading the page.

Actual Results

The fields will be hidden, even if they're set as context fields (which were not supposed to be hidden even if empty)

Expected Results

Users should be able to see the field even it is only set on the screen associated with the "View issue" operation.

Workaround

Set the same screen on "View issue" and "Edit issue" operation OR all the fields in the screen associated with "View issue" should be in the "Edit issue" operation
