New issue view for "Create Issue" screen

    Description

      Problem

      When using a next-gen project or enabling the new issue view for classic ones, currently, the Create issue screen still shows the old view. It was already mentioned that it affects the format of the description (JRACLOUD-71890 and JRACLOUD-73551) because the renderer is different, but it also affects users who would like to use the fields that look better on the new view, like the checkbox, for example.

      Suggestion

      Add the new view to the "Create" screen.
