Allow Site Backups to be Taken More Frequently than every 48hrs

      Issue Summary

      The Jira Cloud backup manager limits how often backups can be created.

      In Server a Jira Administrator can reset this timer, but in Cloud this is a restricted function

      This can be limiting during migration projects where a Cloud site needs to be backed up multiple times in a short period during a weekend migration, or prior to an import etc.

      Steps to Reproduce

      1. From the Backup Manager screen create a Backup for Cloud (ticking the box to include attachments, avatars and logos)
      2. Click the button to create another backup

      Expected Results

      A second backup would be able to be generated

      Actual Results

      The below error message is shown

      Export error
      * Backup frequency is limited. You cannot make another backup right now. Approximate time until next allowed backup: 47h 59m
      Please try again later or contact support if error persists.
      

      Workaround

      You can uncheck the box to include Attachments, Ava**tars & Logos and you will be able to kick off a new backup
