Set Dashboard as the default landing page for new users

      Current behavior

      With the recent changes on Jira Cloud, new users are now being redirected to Your Work page instead of the Dashboard. Previously this has changed to Projects and then it was switched back to Dashboards again.

      Suggestion

      Make the Dashboard as the default landing page for old and new users in Jira or add a checkbox for the admin to select what is the best option for their users.

      Why this is important?

      New users are not working on anything, so when they first log in, they will see nothing and most of the time, they want to see the gadgets that are more organized to see what is happening on the projects they are working on.

      Workaround

      Each individual user can configure their Jira homepage but only using the following options:
      YOUR_SITE_NAME.atlassian.net/jira/settings/personal/general
