Please implement a label administration page in Jira.

    Description

      Right now, there is no easy way to manage labels in Jira, please implement a label administration page in Jira.

      This page should allow Jira administrators to:

      1. Show a list of all existing labels.
      2. Have the options to create, edit and delete labels.

      There is the add-on Label Manager for Jira, however, this add-on is only available for Jira Server.

      Please implement a similar feature for Jira Cloud.
