Issue Summary

Adding an attachment inside a comment does not display the file under attachment panel on the new issue view

Steps to Reproduce

1. Create an issue
2. Add a comment with an attachment
3. The attachment is loaded inside the comment but not displayed at the attachment panel on the new issue view.

Expected Results

The attachment added through a comment should be displayed on the attachment panel

Actual Results

The attachment is not displayed on the attachment panel on the new issue view

Workaround

Disable the new issue view from your user avatar > Personal settings or include

?oldIssueView=true

to the end of the URL
