Add "create sub-task" button on Jira Service Desk New Issue View

Problem Definition

The new issue view in Jira Software includes the a button to create a sub-task and the old issue view for Jira Service Desk includes the Create sub-task option in the ellipses menu.

Neither of these are available in the new issue view in Jira Service Desk.
