Ability to set a default "viewable" on all new comments on Jira tickets to be a certain role or security group and bulk edit existing comments to set the security / viewable by on multiple Jira tickets.

This should not be a duplicate, this is an ability for setting the default option on comments but still allow the end-user to change it; That does not look to be listed in the linked duplicate ticket but that it's an all or nothing.
