Problem Definition
Customer using the notification panel (bell icon) gets a notification of being mentioned in a comment for an issue. When the user opens the issue it opens in the old issue view instead of the new issue view. In spite of having the new issue view activated.
The link contains a parameter for focused comment id and tab panel
E.g.: https://<sitename>.atlassian.net/browse/PKEY-XXX?focusedCommentId=10013&page=com.atlassian.jira.plugin.system.issuetabpanels%3Acomment-tabpanel#comment-10013
On inspecting the new issue view from the browser the comments do not have any Id's. Hence, the above paraments in the URL do not work for the new issue view

Ability to view the issue in the new isseu view using the notification panel (bell icon) gets a notification of being mentioned in a comment for an issue.
