Date Time Picker only shows time range between 9 AM - 6 PM

Problem Definition

In the new issue view, the custom field type 'Date Time Picker' allows the user to select a time range from a dropdown starting from 9 AM to 6 PM with every 30 minutes interval. This creates confusion amongst the users whether or not they can set a custom time inside/outside this range.

Suggested Solution

Setting a custom time is possible by simply clicking the time field and manually typing the time. To avoid any confusion, we can prompt the user with a message like "Enter Time here" when the time picker field is clicked/hovered.

Why this is important

The functionality to set custom time works perfectly fine but also creates unnecessary confusion as the time picker only shows specific time range in the drop-down.
