time picker in new issue view only shows hours from 9:00am to 6:00pm

    Description

      Summary

      In the New Issue view, when one wants to adjust the Start date and time, the only time interval available is between 9am and 6pm

      Environment

      Jira Software Cloud

      Steps to Reproduce

      1. In the Sprint view screen of a Scrum Project, click one of the issues and notice the New Issue view (pop-up).
      2. Attempt to log time by clicking the + sign next to Time tracking. This should only work if the issue already has some time logged.
      3. Attempt to edit the Date started by clicking the calendar sign next to it
      4. Notice the time picker only shows the 9am - 6pm time interval

      Expected Results

      The time picker should show a whole day time interval

      Actual Results

      The time picker only shows 9am - 6pm, in 30 minutes increments

      Workaround

      There are currently 2 workarounds:

      1. Disable New Jira issue view under ProfileLabs section. This will bring the old issue view with another date/time picker
      2. Edit the Date started field in another screen. This can be achieved by clicking on the issue key on top of the New Issue view
