Users with Confluence application access are unable to view issues

Steps to replicate

1. New user with Confluence-only application access
2. Create JIRA Project
3. Set Browse permission to Group (Anyone)
4. Create new Issue under the project.
5. View the issue

Expect Result

Confluence-only users are able to view the issue

Actual Result

User with Confluence only application access are unable to view the issue even though Public Users can view them.
