Users with Confluence application access unable to view JIRA Issues with browse permission set to anyone

Problem Statement

Users with Confluence application access are unable to view issues

Steps to replicate

1. New user with Confluence-only application access
2. Create JIRA Project
3. Set Browse permission to Group (Anyone)
4. Create new Issue under the project.
5. View the issue

Expect Result

Confluence-only users are able to view the issue

Actual Result

User with Confluence only application access are unable to view the issue even though Public Users can view them.
