Description
Summary
While importing into JIRA Cloud, the migration will mark all users as Active. Even if the users are inactive in the source instance.
Steps to Replicate
- Generate a backup for Cloud in an instance that has inactive users
- Import it into another JIRA Cloud
Expected Result
The users' status(active or inactive) should be the same on both instances.
Current Result
The target instance will mark all users as active.
Additional Notes
This will cause annual payment instances not being able to import all users as it hits into the license count of users.
