When importing a cloud export (i.e. when restoring from a cloud backup), cloud Jira converts all users to active (even if they are inactive in the entities.xml file.
You can test this. Create a new cloud instance with a couple users, make a couple inactive. Export then restore. The users are converted to active on restore.
(This is particularly problematic if you are on ANNUAL billing. If on annual billing, and you try to restore a cloud backup, it will forever fail if the number of active + inactive users is above your Annual billing licensed number of users, leaving your Jira instance in a state where it is locked by you cannot import the backup. This is because...as the number of users being imported – previous some inactive but now all active – will be above your billing licensed number of users. You will forever get this (very un)helpful error to boot: "Error importing data: com.atlassian.jira.log.clean.PrivacySafeException: Privacy-safe boxing of a com.atlassian.jira.bc.dataimport.identity.UsersAndGroupsImportHelper$WrappingCrowdException")
