Relative dates in comments and issue created/updated don't show the timestamp after upgrade to JIRA 6.3-OD-1

      Steps to reproduce

      1. Leave a comment on an issue.
      2. Reload the issue a few hours later.

      Notice that it simply says "Today" for the date, rather than also specifying the time (same for "Yesterday", "x days ago", etc.).
