      NOTE: This suggestion is for JIRA Cloud. Using JIRA Server? See the corresponding suggestion.

      Issue updates can now be done via REST without sending notifications, thanks to JRA-34423.

      However, the webhook that is fired does not contain a flag saying that this is the case. Therefore, an add-on (that handles notifications itself) looking at the webhook data will not know if the issue update is to be notified or not.
