Allow Project Administrator to create/edit Workflow of his own project.

    Description

      NOTE: This suggestion is for JIRA Cloud. Using JIRA Server? See the corresponding suggestion.

      At the moment, only Project Administrator can create/edit workflow. Which is mean, the person will have JIRA Administrator global permission, and will be able to perform other Admin work.

      It would be great to allow project admin to create/edit workflow of his own project. This, to ensure that the person will not have access to other admin work.
