      NOTE: This suggestion is for JIRA Cloud. Using JIRA Server? See the corresponding suggestion.

      As an administrator you can take ownership and modify subscriptions, but the ability to add a personal subscription on behalf of another user is not available.

      Looking to see that option implemented as you can currently only add/remove groups but not personal subscriptions.
