      Problem Definition

      Create a report of all user that have not reported Issues and allow them to be deleted.

            Although it's not its primary feature, the Rights DNA plugin has some sanity checks of the user system and one is last login since.... You may disable or delete the selected users from the provided results.

            We desperately need to be able to ID "inactive" users. To manage this over such a large scale as we do, we need to understand at any given point how many users are actually using the system over period n. (Deleting these users would be nice, as long as it doesn't affect the historicals.)

            HOWEVER, I'd ammend Michael's definition of active. Some of our active users browse (view only), but it's very critical to them. It makes sense to me that active is defined as any account that signed in over period=n

            I would be willing to live with this unresolved if the massive gap of JRA-4059 gets implemented.

            Actually, Michael's use-case is more sensible than the original - updating summary.

            I do not agree this is a duplicate. This issue is indicating a report is preferred of all users who didn't report any issues. This I find less interesting.

            A more interesting report is: Report all users not active in the last n months (active = create, resolve, close, reopen; not: progress).

            Another nice report is: User activity ranking.

            Also, for us an important report is: A graphical overview of created, resolved and closed issues over a certain period of time (now reported as JRA-3352).

            That the possibility is added to delete these users is only logical. In the step of deleting these issues, you may refer to any of the three issues regarding 'deleting a user' (i.e. JRA-2073, JRA-2220, JRA-2998)
