We got complains from users because they feel they are missing some important notifications.

Our current notification schemes don't inform watchers about Issue Assigned, Issue Updated and Issue Edited, but watchers expect to get all comments.

However JIRA doesn't fire Issue Commented, when the comment is added through an edit issue or through another screen. The only way to fire the event seems to be using Comment buttons.

The expected behavior is firing the Issue Commented event whenever a new comment is added into jiraaction.
