Issue Summary

When I open the 'Spend' tabs for two different Epics in separate browser tabs on the same screen and then refresh the pages, the budget and Capex values get swapped between the Epics.

This is reproducible: (yes)

Steps to Reproduce

1. Have two Epics with values from Spend tab filled in, for example Budget and TotalCapEx
2. Open Spend tab for Epic 1
3. New Browser Tab, open Epic 2 Spend tab 
4. Place two screens on parallel on the same screen
5. Save and open them up again
6. Open Spend tab on both screens at the same time
7. Note that the Budget and/or CapEx values where swapped between the Epics

It is then possible to save the new values without noticing (for example by performing changes on a different tab) which will overwrite them unintentionally. These changes will show in the Audit log, but user likely did not intend these as they correspond to a different Epic's Spend tab:

Expected Results

Epic Spend tab values should be re-loaded correctly for each epic.

Actual Results

Epic Spend tab values seem to be polluted from another browser tab, which has potential to overwrite existing values if not careful.

Workaround

Use one browser tab at a time when editing work items, refresh and allow the values to fully load, and double-check before saving.
