Issue Summary
In Forecast report, using Apply Backlog Rank doesn't consistently rank Features the same as Backlog.
Steps to Reproduce
- Have Some Features with some parent Epics
- In Epic Backlog, rank the Epics in Portfolio + Program Increment view, and Program + Program Increment View
- In Feature Backlog, rank the Features manually in Portfolio + Program Increment view
- In Feature Backlog, use Pull Rank to rank Features by parent Epics in Program + Program Increment view, click Apply Rank
- Got to Forecast with the corresponding Program + PI selection
- Try to use Apply Backlog Rank options 'Portfolio and Program Increment Level Rank' or 'Program and Program Increment Level Rank', and observe that the rankings are not the same
Expected Results
When using Apply Backlog Rank in Forecast, the items should be ranked exactly as in corresponding Backlog.

Unexpected results are produced.
