Issue Summary

While navigating through the pages that require the PI filter, such as the Program Room and the Roadmaps pages, intermittently, when the user clicks to access the pages, it loads, and once fully loaded, the filters of the left sidebar navigation are ignored. The screen shows a message saying "The Roadmaps can only be filtered by a single Program. Only the first Program in your selection will be used for filtering the work items in this view."

This issue is presented in both cloud and on-prem versions of JA

Steps to Reproduce

This issue can be reproduced in a few scenarios as outlined below:

Scenario 1:

1. On one web browser tab, go to one of the Program Rooms with a current active PI or select one if none is automatically selected.
2. Go to the Roadmaps page
3. Open another tab by either duplicating the current JA tab or right-clicking on one of the links in the side navigation bar and choosing to open the link in a new tab.
4. Log out and log back into JA on this second tab (to simulate a session expiration)
5. Go back to the first tab and reload the roadmaps page

Scenario 2:

1. On one web browser tab, go to one of the Program Rooms with a current active PI or select one if none is automatically selected
2. Go to the Roadmaps page
3. You can open another tab by either duplicating the current JA tab or right-clicking on one of the links in the side navigation bar and choosing to open the link in a new tab.
4. Use the 'Items' top-level menu to navigate to one of the Work Items grid (such as the Epics)
5. Go back to the first tab and reload the roadmaps page

Expected Results

The roadmaps page reloads honoring the filters (program and Program Increment) on the left navigation bar (and/or on the URL)

Actual Results

The roadmaps load with empty content, having lost the context for the Program and the Program Increment, although it is available in the side navigation bar and the URL.
The user is presented with the message:
"The Roadmaps can only be filtered by a single Program. Only the first Program in your selection will be used for filtering the work items in this view."

The user has then to select the program from a drop-down list

Workaround

Refreshing the page will not help, so users should navigate back to the desired program from the left-side navigation or from the horizontal top navigation menu bar to recreate a valid session.
