Issue Summary

This is reproducible on Data Center: (yes)

While navigating through the pages that require the PI filter, such as the Program Room and the Forecast pages, intermittently, when the user clicks to access the pages, it loads, and once fully loaded, the sidebar navigation disappears. The screen shows a message prompting for PI (Program Increment) selection. However, as the sidebar is not displayed and the user is left unable to select a PI to load the report

This issue is presented in both cloud and on-prem versions of JA

Steps to Reproduce

This issue can be reproduced in a few scenarios using both Program Room and Forecast page:

Scenario 1:

1. On one web browser tab, go to one of your Program Rooms with a current active PI or select one if none is automatically selected
2. Go to the Forecast page (it might be similar using other pages)
3. You can open another tab by either duplicating the current JA tab or right-clicking on one of the links in the side navigation bar and choosing to open the link in a new tab.
4. Log out and log back in JA on this second tab.
5. Go back to the first tab and reload the forecast page to make sure that the session is still active
6. Now go to the Program Room (it might be similar to navigating to another page from the left nav, which requires a PI)

Scenario 2:

1. On one web browser tab, go to one of your Program Rooms with a current active PI or select one if none is automatically selected
2. Go to the Forecast page (it might be similar using other pages)
3. You can open another tab by either duplicating the current JA tab or right-clicking on one of the links in the side navigation bar and choosing to open the link in a new tab.
4. Use the 'Items' top-level menu to navigate to one of the Work Items grid (such as the Epics)
5. Go back to the first tab and reload the forecast page to make sure that the page is still loadable
6. Now go to the Program Room (it might be similar to navigating to another page from the left nav, which requires a PI)

Scenario 3: 

Prerequisites: Slow internet connection (using throttling to slow 3G to reproduce internet slowness)

1. Select a Program and a PI
2. Access the Forecast page (relevance to be defined)
3. Jump to the Program Room
4. Notice that the page reloads. Once it is loaded, the sidebar menu is gone, and the message "To view the Program Room, select a specific PI in the sidebar" is shown.

Expected Results

The pages load with a left-side navigation bar, allowing the user to select a PI. After selection, the full report loads.

Actual Results

The page reloads, and once it is loaded, the sidebar menu disappears, and the message "To view the Program Room, select a specific PI in the sidebar" appears.

Workaround

Refresh the page, and if it is not effective, logout and login again to JA and access the report
