Issue:
Enabling a setting in the Program area of the Role as enables the Product section (Feature and work tree toggles)

STR:
User Turns on Product System Role Toggle then turns it off. User turns off work tree at the solution level for roles

AR: 
Feature work item toggle changes under Product impact toggles under Program.  Work tree toggles at solution impact other areas of the product

ER:
Toggling on Features is exclusive from the Product toggle - If the Product toggle is off, the Feature selection under program should not override this (or not directly link to the toggle under Product).
Toggling on Work Tree is exclusive from the Solution toggle - If the Solution toggle is off, the the Work Tree selection should not override this (or not directly link to the toggle under Solution)
