[JIRAALIGN-1082] Functional Area Admin Role Toggle: When all toggles are off the role should reflect as off & when all toggles are on the role should reflect as on

Issue Summary

Currently, customers have experienced that the functional area toggle isn't constant with the sub-toggle enablement and disablement.

If all system sub toggles are enabled the main toggle should reflect an active state
If all system sub toggles are disabled then the main toggle should reflect an inactive state

Steps to Reproduce

1. Step 1 - go to admin system roles
2. Step 2 - toggle on the main toggle for functional area (it should trigger all sub toggles to turn on
3. Step 3 - Next toggle each of them off one by one and notice that the main toggle doesn't change
4. Step 4 - Please see attached screenshot a user encountered this in their environment and we need to put restrictions on this as to prevent users from thinking the toggle is turned on because all sub toggles are on but the main root toggle isn't enabled (SEE IMAGE)

Expected Results

When all toggles are off the role should reflect as off & when all toggles are on the role should reflect as on

Actual Results

Inconsistent toggle functionality
