Issue Summary

In the JA new navigation, filtering the Iterations/Sprints grid by ART doesn't return any Iterations/Sprints despite of associated with an existing ART and also can't be searched using the global search

Steps to Reproduce

1. Have a Program with PI, Teams, and Sprints
2. Delete the PI
3. Delete the Team (as it has sprints under it, you need to first mark the team as inactive to be able to delete it)
4. Navigate to Items > Sprints > filter by the Program

Expected Results

Filtering the Iterations/Sprints grid by ART allows you to find Iterations/Sprints linked to an existing ART, which can be searchable using the global search.

Actual Results

Filtering the Iterations/Sprints grid by ART does NOT allow you to find Iterations/Sprints linked to an existing ART,  and they can't be searchable using the global search.

Workaround

The only way to view the sprints is to switch to the old navigation, select the Program, and then navigate to the Sprints grid. Switching to the new navigation at this point will display the sprints.

In this example, using the URL <instance/IterationGrid?FirstTime=True&ViewX=1&Programs=YOURPROGRAMIDHERE&FilterID=21> will have the same effect.
