Issue Summary

If a customer sets Alert when Jira API connection fails to Yes but fails to fill in Alert when Jira API connection fails with email address(s), notifications will get sent to all Jira Align Super Admins by default.

Requesting to change this functionality to:

• Only send notifications to addresses listed in Alert when Jira API connection fails... i.e. do NOT send notifications to any users (including Super Admins) when this field is blank.

IDEALLY:

• Make the field required whenever Alert when Jira API connection fails is set to Yes.
• Indent the field so it is clear that it is associated with the Alert when Jira API connection fails field above it.
